I used a long exposure of 8 seconds to capture the movement of the water and also to smooth the water and show the reflections from the bridge and Graffiti. The pinks of the concrete really blended well with the turquoise from the graffiti and water and in order to maintain the ruggedness of the bridge I didn't want to increase the vibrance or saturation.
